RPA Extract Access
The NCAOC offers four criminal extracts and four civil extracts. The criminal and civil extracts contain selected fields from the RPA Legacy and RPA Cloud systems.
Some of the extracts are termed "historical," since they provide a point-in-time compilation of data from all records in RPA Legacy and RPA Cloud. The "daily" extracts either provide daily updates of the historical data or are simply recurring data extracts with the latest information for those fields.
Note: It is the licensee's responsibility to build its own automated system from the bulk data provided. NCAOC is unable to provide support or assistance to licensees in creating their databases, other than the file layouts supplied for each extract. EXTRACT FEE SCHEDULEIn addition to the fees listed below, a $495 setup fee is required if a historical extract is not purchased. Additionally, a $5,000 performance bond is necessary in order to execute an extract licensing agreement with the NCAOC.

Payment for the initial connection fee and/or any initial extract will be invoiced to the customer at setup and must be paid through PayIt online payment system. Payment for these fees and the Performance Bond requirement must be completed before any service can begin.
EXTRACT BILLING POLICYThe licensee will receive an invoice from NCAOC each month - on the second of each month or the next business day following, if the second is on a weekend or a holiday. The invoices that extract licensees receive are for that month's access. For example, the August 2 invoice is charging the company for accessing the extract(s) in August.
All licensees have 30 days to pay their invoices. If an invoice is not paid within 30 days of the original invoice date, an overdue notice is sent and a $75 late fee is added to the account. All invoices that remain unpaid after 45 days will be issued a final notice. If the account remains unpaid after 60 days, the account will be terminated. To reinstate the terminated account, the licensee must pay any arrearages and the reinstatement fee then in effect.
PERFORMANCE BONDA $5,000 performance bond is required in order to execute an extract licensing agreement. The prospective licensee can choose between a cash bond and a corporate surety bond.
This form must be completed and signed by the licensee and the corporate surety (if applicable), notarized, and returned with the licensing agreement and payment. If the licensee chooses to provide a cash bond, it must be in the form of a cashier's check made out to the "N.C. Administrative Office of the Courts."
In addition, once each year, all extract licensees that have a surety bond (not a cash bond) will be required to submit proof of current bond coverage. Failure to provide this documentation will result in termination of the licensing agreement.
